About Step 5 (County Premier)
Step 5 (Level 9) is the lowest level of the National League System, acting as the bridge between the NLS pyramid and purely local county leagues. These are county-level premier divisions where clubs compete for promotion into Step 4. Football at this level is amateur, with fixtures played primarily on Saturdays. Many Step 5 clubs have rich histories dating back well over a century.
Step 5 (County Premier) — Common Questions
Step 5 is the lowest rung of the National League System (Level 9 of the English pyramid). It consists of county-level premier divisions that feed into Step 4 above.
Step 5 clubs are already in the NLS. Champions can be promoted to Step 4 provided they meet the FA's ground-grading criteria for that level.
Many do, but ground requirements at Step 5 are less strict than higher levels. Some clubs share facilities or play at council-owned venues.
